Root Cause

The Root Cause of this problem is when you work in a Developer Enviroment.

Solution

Microoft disabled the functionality making power page site public in Devloper enviroment. So the solutions is you MUST HAVE a Production enviroment. For this you have to add your Power Page Site inside a solution and export from Dev Env to Production Type Env then Reactivate the site in Production Type env then you can switch it to public.

This is the solution.
